LB 19 Reduction of Marriage License Fees with Premarital Courses

Synopsis:
LB 19 seeks to create an incentive to encourage couples planning to get married to complete eight hours of marriage education. Marriage license fees in Nebraska are now $15, and there is no waiting period to attain the license.
Under LB 19, marriage license fees would be increased to $75 and a 10-day waiting period would be imposed. The fee would be reduced to $15 and the waiting period waived for those couples who complete a marriage education course.
As proof of completion of the marriage education course, a certificate of completion must be signed by the provider of the education course. The following are among those eligible to provide the marriage education course:
• An official representative of a religious organization
• A school, college, university or non-profit organization
• A licensed counselor, including a psychologist or a psychiatrist
• Any marriage education provider or program approved by the person performing the marriage
